acting/flopping after a foul is not always to make sure the call goes your way
if Turkey felt like they were vulnerable to a goal by Croatia, they might stay down to waste time. Stoppage time attempts to alleviate that problem, but along with substitutions and stalling on restarts, flopping is just time management
